ABSTRACT
Great store has been set by central government in reforming public services through a ‘what works?’ approach. The YJB has enthusiastically endorsed this by developing an effective practice strategy for Yots and custody underpinned by a comprehensive human resources and learning strategy. This chapter assesses how far this approach is justified in the context of education and examines the effectiveness of the various educational programmes.
