Petronius Turpilianus was therefore sent, ostensibly because of his greater readiness to listen to pleas, and since he had not witnessed the crimes of the enemy, he would for that very reason be more lenient to those who repented of their previous actions. He settled the earlier upheaval but ventured no further moves before handing over the province to Trebellius Maximus. Trebellius was even less inclined to action and had no military experience; instead he kept control of the province by a rather easy-going administration. The natives too now learned to condone seductive vices, and the period of civil war provided a valid excuse for his inactivity.1
