ABSTRACT
In 2002, I published “Chapter One of Hong Kong’s New Constitution: Constitutional Positioning and Repositioning” (Chapter 1).1 In it, I had applied a game framework to analyze the constitutional development of the HKSAR in the first five years following the changeover.2
