ABSTRACT

To date, surprisingly little ink has been spilled to shed light on East Asian states’ policy responses concerning the personal security of the East Timorese. This is in clear contrast to a large number of works on Australian policy on this issue. 1 While some writers have analyzed Japanese policy behavior as well, 2 not much has been written on ASEAN countries. 3 More surprisingly, there is no substantial scholarly work comparing East Asian states’ contribution to East Timor with that of extraregional states. This chapter provides an analysis of East Asian states’ policy toward human security in East Timor, in comparison with two extraregional states – the USA and Australia.
