ABSTRACT
In this chapter, the main Community Initiatives and programmes of relevance to the field of European spatial planning are discussed. The application of the ESDP through the cooperation projects funded under the INTERREG IIC and IIIB programmes has led to a wide dissemination of the ESDP’s spatial concepts and ideas among planning practitioners across Europe. The evolution of the INTERREG initiative involves a change in thinking about territorial cooperation, and provides a basis for discussing the ‘rescaling’ processes that may be at work in the EU’s system of multi-level governance (see Brenner 2004; Gualini 2004b).
