ABSTRACT

The question mark in the title of this chapter indicates some uncertainty. We use the term ‘model’ here in the sense of providing a simplified but systematic representation of the main properties of the (in reality) very complex mix of phenomena and ideas that make up European spatial planning. But is it possible to describe a model of European spatial planning? And if so, what is the value of such a model? Is it required? We do not want to give the impression that there is a universally agreed model of European spatial planning. It may be more appropriate to talk about the ‘notion’ of spatial planning – the more general and contradictory mix of opinions and understandings. However, there is in our view sufficient agreement about the distinctive characteristics of European spatial planning to give an account of its main characteristics. Thus we use the word ‘model’.
