ABSTRACT

This chapter considers recent developments in policy and research on the treatment of offenders from the point of view of the Home Office. It will start with a brief history of the present, after which it will consider how the views and priorities of the Home Office have changed from 1995 onwards until the present day. Finally, this chapter will offer a look to the future, as well as the context surrounding the instigation and implementation of the National Offender Management Service (NOMS).
