Administration by a Bundesamt or by a Bundesanstalt, which has no independent legal capacity (nicht rechtsfähig), is an example of direct (state) administration by the Bund (bundeseigene Verwaltung). The relevant authority is incorporated (eingegliedert) into the Bund.1
