ABSTRACT

27 million people who have fled war or repression are unable to return to their homes; many have been forced to flee more than once. Neglect of these people is reflected in the unsatisfactory and inconsistent statistics about them – very nearly as poor as statistics on the casualties of war. While a well-respected independent US organization counts 99 countries as hosting refugees, the UN identifies 163 host countries. From one source to another the number of refugees hosted by the USA varies by a ratio of 6:1, and for those hosted by the UK the variation is 15:1.
