ABSTRACT

In what direction is European integration headed? This chapter defends the Kantian conception of a cosmopolitan union1 structured around three levels of law: internal, international and transnational. This conception entails a new sense of political identity, based on a reflexive view of national traditions and of history itself. This new European spirit is most notable in the EU’s foreign relations, and particularly in the ideology that dominates the EU’s neighborhood policy. Comparison of the respective strategic cultures of the USA and the EU further illustrates the evolving European identity.
