The clearest and most prominent incentive is [prisoners'] contact with free-world volunteers and those social mentors that give them the opportunity to reflect with someone who is stable. The volunteers also have a way of honouring each person and their dignity and holding them accountable – you know, ‘I'll be back next week and I hope to see some improvement’ on the issues before them.
