To this day, Lee Teng-hui’s “special state-to-state relationship” is one of the best kept secrets in Taiwan. Except for Lee himself, none have said or written anything about it in public. In fact, most have not even acknowledged their roles in the process. Much of the public information appeared to have been released selectively by Lee and his associates. It is therefore not surprising that the Liangguo Lun (Two-States Theory, henceforth TST), an abbreviation of the teshu guoyuguo guangxi (special state-to-state relationship), is now generally perceived as defensive in nature, specifically directed against Wang Daohan’s upcoming visit to Taipei in October 1999 and more broadly against Beijing’s relentless encroachment on Taiwan’s sovereignty.112
