HILARY FRENCH is Vice President for Research at the Worldwatch Institute, a nonprofit policy research organization in Washington, DC, devoted to the analysis of global environment and development issues. Her research and writing focuses on the role of international institutions in environmental protection and sustainable development and on the integration of environmental concerns into international economic policymaking.
