ABSTRACT

In terms of empirical research surrounding the policing of illicit drugs, there is a distinct lack of Scottish studies, although this gap has been addressed by the Scottish Executive in an examination of low-level drug markets (Bland and Coope 2003). We have to look south of the border to gain any meaningful insight into how drug markets operate within the United Kingdom. Any discussion surrounding the policing of drugs has to be set in the context of the legislation, strategies and policies that have been developed by government to control the use of illicit drugs. As a consequence of the spiralling increase in use of illicit drugs, a myriad of strategies and policies to address the problem has developed within the UK.
