ABSTRACT

In order to construct a well-off and harmonious society, we have to solve the problems relating to the countryside, agriculture and farmers. One of the most important reasons for these problems is the poor supply of public services in the countryside. Now both central and local governments have pledged to develop rural medical care and sanitation and to solve the farmers’ problem of seeing a doctor. As a main body providing countryside public health products, township hospitals have been lagging behind because of insufficient investment. Thus, these hospitals are unable to perform their social functions effectively, and the farmers’ problem of seeing a doctor becomes a hot potato for society. The city of Anyang has been exploring the restructuring potential of some urban hospitals and transferring excessively centralized urban health resources to the rural area. Such an endeavour has succeeded to some extent, but some new problems have since emerged.
