How to solve the peasants’ difficulty of getting to see doctors, how to ensure that they can afford to visit doctors, how to prevent their minor diseases from evolving into serious diseases and how to ensure that they will not fall into poverty as a result of disease has become one of the top issues for the Party committees and governments at various levels. To allow the new rural cooperative medical system to play greater roles and benefit more peasant farmers, the city of Ezhou in Hubei Province conducted its own experiment on building a new rural cooperative medical system. It has made some progress but also encountered some problems.
