ABSTRACT

CADISPA 1988 to 1996 CADISPA (Conservation and Development in Sparsely Populated Areas) was initiated in Scotland at the Jordanhill College of Education in 1988. It was designed as a partnership between WWF· UK and the College which arose out of concern that the conflict model of engagement between conservationists, development agencies and local people was dysfunctional. A way had to be found where local people:

• liVing in areas of sparse population in Scotland could initiate local development which was environmentally sensitive and sustainable;

• could meet their own needs and aspirations for development without compromising environmental credibility;

• through educational processes, materials and initiatives, could develop skills and understandings which addressed the often conflicting interests of conservation and development.
