ABSTRACT

The countries of the developed world have in common an overwhelming control of the levers of the world economy. They contain most of its wealth, consumption and investment, its centres of credit, and of course its richest people. These facts all bear directly upon the problem of just how rising sea levels are likely to affect the developed world.
