ABSTRACT

Different countries have different systems of building regulation and control. In England and Wales the power to make building regulations was vested in the Secretary of State for the Environment by section 1 of the Building Act 1984. In this case making building regulations was intended:

to secure the health, safety, welfare and convenience of people • in or about buildings and of others who may be affected by buildings or matters connected with buildings; to further the conservation of fuel and power; and• to prevent waste, undue consumption, misuse or contamina-• tion of water.
