ABSTRACT

Environmental policies often require the allocation of large amounts of private and public resources which must be withdrawn from other purposes. The private sector complains about the difficulties, at both micro-and macro-economic level, caused by such policies. At the same time, public authorities find it increasingly difficult to apportion budgetary resources for environmental improvements at a time of growing fiscal restraints and economic difficulties. It seems therefore necessary to weigh thoroughly the total impact that a particular environmental project would have on both sectors.
