ABSTRACT

Increased voter-concern for the environment has forced governments to seek more efficient approaches to environmental problems. Wider use of market mechanisms may provide some help in this regard. However, markets often fail properly to value and allocate scarce environmental resources. Another area where efficiency improvements may be available is in the design and delivery of government programmes affecting the environment. However, once again, the full potential of this option is often not realized, due to poor co-ordination and implementation of these policies.
