Legal Service. One questionnaire was developed for the interviews of involved ministerial bureaucrats. A second, reduced form was used for the interview of delegation members in Brussels just after the Amsterdam negotiations. It comprised only the so-called final game issues not resolved until the Dublin II Report, i.e. the first single negotiation text proposed by the Irish Presidency at the end of its term.
