ABSTRACT
During the last 50 years the main political goal in most countries has been to raise material standards of living. This emphasises the need to maintain high levels of employment. These aims have been reinforced with people seeking to improve their lives and politicians promising to achieve what the people want. Government promises have only partially been achieved.
