ABSTRACT

Neutralism has been the central element in Turkmenistan’s foreign policy for more than a decade. In the period June 1992-December 1995, the acquisition of international support for neutrality constituted the primary objective of Turkmen operational foreign policy. Following the UN endorsement of Turkmen Neutrality (12 December 1995), the state’s external relations have been reportedly conducted in strict conformity to the Doctrine of Positive Neutrality.
