ABSTRACT
NGOs have long been associated with humanitarian relief and emergency work. Indeed, many NGOs were created to deal with disasters and conflict situations. Well-known development NGOs began their organizational lives as relief agencies responding to emergencies, only later moving into development roles (Korten 1990, and see Table 1.1). Among these are Oxfam, Save the Children Fund and BRAC, which are now identified firmly as development NGOs.
