ABSTRACT

Recommendations to National Governments and Agencies National governments - or in federal states the subnational governments with responsibility for municipal government - have, in most countries, powerful authority over the form of local government. Commitment of the national power structure to local government reform is essential for the establishment of an enabling environment in support of local autonomy. Chapter 2 set out many of the requirements for effective local governance. If there are to be effective local governments, national governments have a responsibility to ensure that they are able to function within a stable legislative and fiscal framework. The following recommendations address these issues:
