Programme Overview This 30-month project was a collaboration between Rio de Janeiro's municipal sanitation department (Companhia Municipal de Limpeza Urbana - COMLURB), the Lille Metropolitan Area Authority (Communaute Urbaine de Lille - CUDL), and the Agency for Environmental Protection and Energy Conservation (Agence de I:Environnement et de la Maitrise de el 'Energie - ADEME). Launched in 1994 for a 24-month period, the programme was the practical result ofa 1992 twinning decision between Rio de Janeiro and the Lille urban area. The project provided technical assistance in the form of studies, expertise, training and equipment to reduce waste pollution, focusing on the reorganization of the collection system and the disposal of both hospital and toxic waste. Funding of US$357,000 was provided by the EC.
