ABSTRACT

It is important to understand exactly why the successful implementation of Agenda 21 is dependent on the actions of local authorities. Agenda 21 is essentially a prescription for changes in the way people live. How people live is more a matter of what happens in communities than what happens in countries or continents. Representative local authorities are the collective expression of people in their communities. It follows that the kinds of changes sought through Agenda 21 must lie with the governments responsible for communities, ie local authorities. This book shows how the work of local authorities in implementing Agenda 21 can be supported more strongly.
