ABSTRACT

There is an increasing recognition that in social, economic, environmental, and governmental terms the world is 'globalizing' and 'localizing' at the same time. International bodies are becoming more and more active in setting objectives and defining broad issues. Continental and regional bodies are developing strategies and defining ground rules. Local authorities in many parts of the world are increasingly being seenas the primary deliverers of services and programmes. The era of the nation state as the primary locus of decision-making authority is fading.
