Expanding Capacity through Collaboration

Notwithstanding the above qualifications about the introduction of sophisticated equipment into local government operations in the South, there is a strong need for the enhancement of technical resources to facilitate success in a wide range of endeavours, notably improvement in local government revenues (see Box 2.11) and improvement in public health and education.
