Capacity Building for Sustainable Development Few cities have actually drawn up comprehensive environmental management plans. Each city faces different issues, depending on its individual history, local circumstances, and infrastructure development. Collaboration between cities and with international partners is increasingly seen as a promising way forward.

An Environmental Action Plan for Rabat, Morocco Development policies for Morocco's capital, Rabat, in recent years have focused on economic and social issues. Only recently has the city, with a current population of 625,000, concerned itself with the environmental effects of rapid economic and population growth. To deal with these, Rabat has linked up with the cities of Belfort, Le Havre, and Marseilles under the auspices of the VTDA, a decentralized cooperation agency. An environmental review was financed by the French Ministry of Foreign Affairs. The new environmental action plan is programmed to run from 1995 to 2005.
