Equally salient is the question of where this response should take place. One site of value is as a form of ‘new’ multilateralism. Using the space available for agency this project highlights both a widening agenda and repertoire of activities for advancing a more regulatory approach to global affairs (O’Brien et al. 2000; Knight 2000; Cooper et al. 2002). Another site is as an expression of ‘new’ regionalism: political projects aimed at region-building in different parts of the world (Hettne et al. 1998; Breslin and Higgott 2000). Cast in a more discrete if not localistic mode, new regionalism can be utilised as both a means of resisting and adapting to the pressures of globalisation.
