ABSTRACT
In January 1976, uneasy about the continuing policy of not naming Heads of the Secret Agencies, Farnhill reminded the Committee of recent Press articles about ‘C’ (Oldfield), adding that some had now gone further and disclosed his address and other details, causing concern as to his personal security. 60 While Farnhill had no strong reason then to anticipate a marked increase in media interest in the Intelligence Services, he clearly did so, and asked for confirmation the current interpretation was still correct. He also again highlighted the anomalous interpretation of Notices, applicable only to external enemies, even though the same methods, techniques and individuals were increasingly being used against an indigenous terrorist group not covered by the Notices. He sought advice as to how to deal with this anomaly.
