ABSTRACT

By late 1994, Admiral Pulvertaft had been in post long enough to have experienced deficiencies in the D-Notices when applied to Special Forces. These included that past operations (unlike current and planned ones) were covered only if carried out in conjunction with the secret Agencies. Protecting SF identities had similar limitations; and equipment developed specifically for countering domestic terrorism was strictly speaking not covered. The Media side had themselves begun to consider this unsatisfactory in the light of modern security realities and media focus. The Secretary therefore engaged the MoD secretariats concerned (Home and Special Forces Directorate, and Legal Advisers) in dialogue which might lead accordingly to revision of the Notices. 84
