ABSTRACT
The FC and its urgent implementation is important for all countries for a variety of reasons. Cameron (1993, p. 1) has argued that more parties, both governmental and nongovernmental, were involved in the negotiating process of the FC than in any other negotiation in history:
All those who participated in [the INC] will remember the extraordinary experience of consensus building in the UN chamber about the nature and scale of the threat to the biosphere and life on earth and the urgent need to deal effectively with the causes of the problem.
