ABSTRACT
Based on the amended theoretical approach, all CTA policies can be characterized following the question: How do the policies contribute to an exile government’s mobilization process of national loyalty and international support? As an exile government depends on the support of present and potential members, it needs to use the available resources in a tactical way to secure its own organizational survival and to return home. According to Wilson’s assumptions, special importance is given in this context to the investment of material or immaterial rewards. Immaterial or so-called soft resources, such as ideology and cultural attraction, are particularly important in an exile context because an exile government’s situation in a host country is characterized by a general loss of effective control over people and territory and consequently over material resources.
