ABSTRACT

Since 1993/1994, the EU and its member states have been in the regional security cooperation of the Asia-Pacific region. The EU is a member of the multilateral security activities of the ASEAN Regional Forum (ARF)1 and the Council for Security Cooperation in the Asia-Pacific (CSCAP).2 In 1996, the Asia-Europe Meeting (ASEM) process was initiated, with the Council for Asia-Europe Cooperation (CAEC) functioning as a track-II body. The ASEM process involves a multilateral security dialogue between Europe and Asia held at various levels.3 Finally, in September 1997, the EU – through its Commission – became a member of the Korean Energy Development Organization (KEDO), created to implement nuclear disarmament objectives in North Korea.4
