ABSTRACT

The United States reaches dozens of agreements with other countries on security issues each year, both multilateral and bilateral. These agreements typically commit the United States to take particular actions, such as limiting the development of certain types of arms, or to provide military assistance to other states and organizations. As such, the credibility of the United States is of intense interest to its bargaining partners. Will the United States actually live up to its commitments? How can other states improve their information about US credibility?
