ABSTRACT

At this point a number of definitions are called for, as well as an approximation of what a Russian military reform should reasonably be expected to contain. Below, the Russian definition of military reform is explored. It is specific in its requirements of what constitutes a military reform and what it should involve in order to qualify as genuine reform. The reasons why Russia had to embark upon reforming its military organization are then outlined and the object of reform, Russia’s military organization, is defined, as is the agent of reform, the political leadership. Finally, an inventory is provided of the goals that a Russian military reform should reasonably aim to reach.
