ABSTRACT

This chapter presents information about the development of public management as a field of teaching and research in Germany. Starting with a short historical review, the paper provides an overview of specific features of the state perception and cultural traits in Germany. It also traces some trajectories of administrative reforms and their consequences for public management, and tracks the academic field from the broader administrative sciences to the emergence and rise of public management. At the core of the chapter, the author presents important issues and institutions of public management research and teaching in Germany. The chapter concludes by stating that public management as an academic field is poorly institutionalized and rather fragmented in Germany.
