ABSTRACT
During 1996 New Zealand’s Overseas Development Assistance Programme (NZODA) continued on a course of cautious growth despite a change in government. A new policy framework was pro duced, which clarified the rationale, purpose and focus of NZODA and laid out a set of guiding principles and strategies to govern its operation.
