Main outline of Italian ODA In 1995, Italy’s ODA continued its declining trend started at the beginning of the 1990s: it dropped in real terms by 46.2% over the previous year, the most significant reduction among all the OECD donors. Italy’s ODA has thus passed from 0.42% of the GDP in 1989 - its highest point - to 0.14% in 1995, making Italy, in absolute terms, the ninth largest OECD donor country.
