ABSTRACT
From this, the following tendencies can be highlighted: first, the decline of North American help, which in 1984/5 represented a little more than 50% of the external cooperation to this region, but which more recently has not reached even 20%. On the other hand, Japanese assistance has increased fivefold between 1984/5 and 1994/5 to become the most important contributing nation.
