ABSTRACT

The best approaches to the allocation of resources will meet the highest standards of governance. This is true at all levels in schools and school systems. A definition of governance and a framework for assessment of its practice were developed in a project of the Human Resource Development Working Group of Asia Pacific Economic Cooperation (APEC) on Best Practice Governance: Education Policy and Service Delivery (Department of Education, Science and Training, 2005). APEC represents about one-third of the world’s population. Fourteen of its 21 members contributed case studies to the project.
