ABSTRACT
The Maastricht Treaty stipulated that development assistance is an area of competence of the European Community (EC) that is shared with the Member States. One can basically speak of an EC programme with the Member States and an EC programme without the Member States, as implemented by the Commission. There is no specification of which tasks fall within the competence of the Community and of the Member States.
