ABSTRACT

The year 1998 marks a turning point in Spanish Development Cooperation policy. The Cooperation Law debate – finally approved on 18 June 1998 – has clearly outlined the main deficits of Spanish ODA, and the challenges facing it in the coming years. After a period of uncertainty, during which it was feared that maintaining the same law would ‘legitimise’ the defects of Spanish cooperation, we watched with amazement as deputies reacted at the eleventh hour and introduced concrete changes which have meant significant improvements to the legislation. While the parliamentary debate on the law is completely closed, 2 there are still further important regulations pending.
