For Latin America, the period 1997-99 has been a difficult one. The entire region suffered the impact of the economic crisis. The rate of economic growth fell and poverty indicators regressed. The region of Central America suffered the scourges of Hurricane Mitch and several countries (including Brazil, Ecuador and Peru) felt the ravages of the El Niño phenomenon.
