ABSTRACT
The increasingly familiar picture of declining aid flows from OECD countries has become a reality that many in sub-Saharan Africa have come to accept as the continent’s inescapable plight. Equally obvious, but perhaps not inescapable, is the unprecedented level of unemployment, rising poverty and the proliferation of conflicts and wars across the continent.
