ABSTRACT

Zambia is one of the most heavily indebted countries in the world with a total debt stock estimated at U$7,144 million in 1997. 1 The country’s per capita debt is about US$714. During the early 1990s, donor support for Zambia rose tremendously, largely due to the change in the political system of the country. 2 But starting in 1994, donor support declined considerably as a result of donor disquiet over the state of governance. Since 1998, however, donor support has again risen in sympathy with the perceived positive changes in the human rights situation in the country.
