ABSTRACT
As the 1980s began, however, the political effects of the economic and technological changes were difficult to predict and, if anything, the challenges to the West were seen as large, if not larger, than those facing the Warsaw Pact countries. In terms of productivity and economic management, many Americans saw Japan as rapidly surpassing the United States and feared the long-term economic consequences of a less dominant American role in the global economy.
